Drone Regulations:

Filming with drones in Abu Dhabi is tightly regulated and involves a multi-layered approval process. Drone shoots are permitted but must be coordinated with several authorities, making aerial work more complex, time-sensitive, and expensive than standard ground production.

Drone Importation Regulations:

International crews cannot simply bring a drone and fly it. Regulations require that the operator be registered and licensed to fly drones in the UAE, the drone itself be registered and approved, and in most cases a locally approved UAE drone supplier/operator must be used. A local, UAE-licensed drone pilot is typically required to travel to Abu Dhabi around three weeks before the shoot to complete registration with the Dubai Civil Aviation Authority (DCAA) and the Ministry of Defence (MOD), and all aviation regulation ultimately falls under the federal General Civil Aviation Authority (GCAA).

Timing:

When foreign crews use local registered operators and their approved drones, the overall approval and registration process is typically around three weeks.

Cost:

Drone shoots in Abu Dhabi are significantly more expensive than ground-only filming because of the multiple authorities involved and the number of permits required.

Carnet Status:

The UAE, including Abu Dhabi, is a member of the international ATA Carnet system, and a properly issued carnet is generally accepted for the temporary importation of film, camera, and production equipment.

Required Documents:

Productions using an ATA Carnet must have a valid carnet issued by an authorised guaranteeing/issuing association (usually a Chamber of Commerce in the home country), along with a detailed equipment list including serial numbers, values, and country of origin. On arrival in Abu Dhabi (airport or Port Zayed), the carnet and equipment must be presented to Abu Dhabi Customs under the General Administration of Customs for stamping at entry, and again at departure, with all items re-exported in the same configuration.

Carnet stamping at entry and exit is normally a quick process at customs, provided the carnet and equipment list are accurate and presented correctly.

Cost:

There are no Abu Dhabi customs duties or taxes when using an ATA Carnet correctly; the main cost is the carnet issuance fee charged by the authorised association in the country of origin.
