How Film Incentives Work

Most film incentives fall into two categories: cash rebates, paid directly by the government after an audit, and transferable tax credits, typically sold to a local taxpayer. Some territories combine both. Each territory sets its own minimum spend, eligible costs, and hiring rules, so the headline percentage rarely tells the full story.

Incentive structures are tracked and standardized in part through bodies like the Association of Film Commissioners International, which represents film commissions across more than 40 countries.

Dominican Republic

Dominican Republic - Up to 25%

A 25% transferable tax credit, an 18% VAT exemption, and a mature production infrastructure make the Dominican Republic one of the Caribbean’s most established shooting destinations.

Trinidad and Tobago

Trinidad & Tobago - Up to 35%

A tiered cash rebate of 12.5–35% on qualifying spend, plus a separate 20% cash-back on local labor administered by FilmTT, with diverse landscapes from rainforest to swamp to colonial city.

Jamaica Film Incentive

Jamaica – J$1 Billion Screen Fund

The government-backed Jamaica Screen Development Initiative provides J$1 billion in support for screen projects, including production rebates for qualifying destination productions. 

Puerto Rico Film Incentive

Puerto Rico – Up to 40%

A production tax credit of up to 40% applies to payments made to Puerto Rico resident companies and individuals, plus up to 20% on qualified nonresident individuals. Eligible projects include features, series, documentaries, music videos and commercials.

West Africa film incentive

West Africa – 40–65% Lower Production Costs

West Africa currently has no claimable cash rebate for foreign productions, but production costs across Ghana, Nigeria, Senegal and Côte d’Ivoire can run 40–65% below comparable European rates, creating significant savings without waiting for a rebate.

Production Support Thailand

Thailand - Up to 30%

A tiered cash rebate from 15% to 25% on qualifying spend, rising to 30% with bonus uplifts for local hiring, tourism promotion, and in-country post-production. No project cap.

A 20% cash rebate through the Film Development Council’s Film Location Incentive Program, with a further 5% available for productions that pass a cultural-merit test.

Poland Film Incentive

Poland - Up to 30%

A 30% cash rebate on qualifying local production costs administered by the Polish Film Institute (PISF), with nine distinct filming regions from Baltic coastline to mountain terrain and Warsaw’s modern skyline.

Czech Republic Film Incentive

Czech Republic - Up to 35%

A tiered cash rebate of 25–35% on qualifying spend, plus a separate 66% rebate on withholding tax for international cast and crew, administered by the Czech Audiovisual Fund with Prague’s Barrandov Studios as its anchor.

Bulgaria Film Incentive

Bulgaria – 25%

A 25% reimbursement applies to eligible audiovisual production costs incurred in Bulgaria. Projects must pass a cultural test covering creative collaboration, local resources and the use or promotion of Bulgarian and European culture, heritage and locations.

Hungary film incentive

Hungary – Up to 37.5%

A 30% cash rebate on direct Hungarian production spend, extendable to an effective 37.5% by including non-Hungarian costs, administered by the National Film Institute through a state-backed collection account with Origo and Korda Studios outside Budapest as its anchors.

Jordan film incentive

Jordan – Up to 45%

A points-based cash rebate of 25–45% on qualifying in-country spend, stacked with automatic exemptions from VAT and withholding tax, administered by the Royal Film Commission with Amman’s Olivewood Studios and Wadi Rum as its anchors.

Saudi Arabia film incentive

Saudi Arabia – Up to 60%

A cash rebate of up to 60% of eligible production and post-production spend, raised from 40% in May 2026 alongside faster disbursement via the Cultural Development Fund, administered by the Saudi Film Commission with Film AlUla and NEOM’s Bajdah Desert Studios as its anchors.

Australia Film Incentive

Australia – 30%

A 30% Location Offset applies to qualifying large-budget film and television productions shot in Australia, with a separate 30% offset for post-production, digital and visual-effects work completed locally.

New Zealand Film Incentive

New Zealand – Up to 25%

A 20% cash rebate on qualifying New Zealand expenditure can rise to 25% for productions meeting additional economic and industry-benefit criteria. The minimum qualifying spend is NZ$4 million, or NZ$250,000 for eligible post-production and visual-effects work.

Fiji Film Incentive

Fiji – Up to 20%

A cash rebate of 20% on qualifying Total Fiji Expenditure for eligible film, television and commercial productions. The incentive is administered by Film Fiji, with a minimum local spend of FJ$250,000 and a maximum rebate of FJ$4 million per production.

Colombia Film Incentive

Colombia – Up to 40%

Two incentive routes — a 40% cash rebate (FFC) or a 35% transferable tax credit (CINA) — administered by Proimágenes Colombia, with location diversity spanning the Andes, Amazon, and Caribbean and Pacific coasts.

Argentina Film Incentive

Argentina – Up to 25%

A 25% cash rebate on qualifying Buenos Aires production spend administered by the City of Buenos Aires Film Commission, backed by the capital’s European-style architecture and deep production talent pool.

Mexico Film Incentive

Mexico – Up to 30%

A federal tax credit of up to 30% applies to qualifying film and audiovisual expenditure in Mexico, capped at MXN 40 million per project. At least 70% of the qualifying spend must go to Mexican suppliers.

Canada film incentive

Canada – 16% Federal + Up to 38% Provincial

Canada offers a refundable 16% federal production services tax credit on qualifying Canadian labour, which can be combined with provincial incentives. British Columbia offers up to 38%, alongside competitive programmes in Ontario, Quebec and other provinces.

Costa Rica film incentive

Costa Rica – Approx. 11.7% VAT Refund

A 90% refund on Costa Rica’s 13% VAT delivers an effective return of roughly 11.7% on qualifying local spend, with no cap and repayment within 90 days. Productions must meet a US$500,000 minimum spend.

Frequently asked questions

A cash rebate is paid directly to the production after audit — no buyer needed, no discount. A transferable tax credit, used in territories like the Dominican Republic and the US Virgin Islands, is typically sold to a local taxpayer at a discount, since foreign productions usually have no local tax liability to offset directly. Trinidad & Tobago uses a straight cash rebate; the Dominican Republic uses a transferable credit; the US Virgin Islands combines both.

Headline rates vary by structure, so they aren't directly comparable. Trinidad & Tobago's tiered rebate goes up to 35% (plus 20% on local labor), the Dominican Republic offers a flat 25% transferable credit, and the US Virgin Islands offers up to 17% (scaling with local hiring) plus a stackable cash rebate. The better comparison is net effective benefit after transfer discounts, minimum spend thresholds, and what costs actually qualify.

It depends on the territory. Trinidad & Tobago requires mandatory pre-approval — applications submitted after shooting starts aren't considered. The US Virgin Islands allows applications up to 30 days after filming begins. Always confirm the specific deadline for your territory before locking a shoot date.

Only if the production genuinely splits qualifying spend across territories — for example, shooting part of a project in one location and part in another, with each portion separately qualifying under that territory's rules.
